Irvine, California – October 14, 2021 – ICEYE, the largest commercial synthetic-aperture radar (SAR) satellite operator and an expert in flood hazard data, announced today the appointment of Andy Read as Global Head of Government Solutions. With an extensive background in public policy, natural catastrophe resilience and re/insurance, Read will lead ICEYE’s efforts to deliver actionable, natural disaster data to public sector organizations.
Read will collaborate closely with government leaders and agencies to improve response and recovery capability, helping them understand the extent of damage from natural catastrophes through the solutions and data captured by ICEYE’s SAR satellites.
Prior to joining ICEYE, Read was a leader within the Public Sector Practice at Guy Carpenter, where he designed risk transfer solutions that enabled financial resilience for government organizations. In this role, he co-authored the concept of Community-Based Catastrophe Insurance with the Wharton Risk Center and led related local and regional-level engagements across the practice.
Read also worked as the Executive Officer for FEMA’s Federal Insurance and Mitigation Administration, serving as principal advisor to the Deputy Associate Administrator for Insurance and Mitigation and the broader FEMA Resilience leadership team. As an operational leader, he oversaw a team of policy advisors that supported executive decision making for FEMA’s National Flood Insurance Program, along with the Mitigation, Historic Preservation and Risk Management Directorates. He holds a Bachelor of Science Degree in Civil and Environmental Engineering from Virginia Tech, with a specialization in Water Resources Engineering.

ICEYE and its Solutions business line have experienced tremendous growth in the past year. The entire company has grown from 200 to 330 employees and opened a new state-of-the-art satellite manufacturing and Mission Control Center in Irvine, California. The Solutions team has also developed eight additional natural catastrophe solutions and launched several key customer collaborations, including a strategic partnership with Swiss Re.
